Project no. 21172 · Status: Kapanmış · 2019
Summary
Economic crises that have a constricting effect on the financial system and markets usually occur due to unexpected supply-demand shocks on real variables. The crisis which started as a mortgage crisis in the United States in 2007 and then reached a global dimension, also affected the Turkish economy in the last quarter of 2008, and its repercussions on employment and unemployment rates were in negative. In this study, the impacts of the 2008 crisis in Turkey on employment and unemployment will be examined and the employment policies implemented by the government and the capital during and after the crisis will be discussed seperately. In the first section of the thesis, firstly the dynamics and features of the 2008 crisis will be emphasized, and then its effects on unemployment and employment will be examined through data. In the second section, reactions to the crisis will be examined under three headings. The first of these are government policies, the second is capital-oriented responses, and the third is labour-oriented changes. Capital-oriented responses will be addressed through demands, investments, and production processes. Under the heading of government policies, monetary policy and fiscal policy regulations will be mentioned and education and incentive programs implemented by ISKUR, Turkey’s only public employment agency, aimed at increasing employment and reducing unemployment will be mentioned. The demands of labour will be taken into consideration when examining labour-oriented approaches; the extent to which workers were affected by rising unemployment during the crisis period in 2008 and how they responded to this situation (informalization, part-time, division of labour etc.) will be examined. The third and final part of the thesis is devoted to the sector of motor land vehicles, which was the area most affected by the crisis. Negotiations will be held with global companies operating under this sector in the Aegean Free Zone.
