Project no. 32439 · Status: Kapanmış (Yayın bekleniyor) · 2024
Summary

This study aims to identify the messages Turkey disseminates through its Somalia policy and to measure the extent to which these messages resonate in international media. The research draws on a three-layered conceptual framework comprising public diplomacy, framing, and mediated public diplomacy, and is conducted on two core datasets. The first dataset consists of 676 Turkish-language news articles covering the period 2020-2025, analyzed using TF-IDF weighting and Non-negative Matrix Factorization (NMF). The second dataset comprises 71 English-language articles from international outlets including Al Jazeera, BBC, DW, Reuters, and Aawsat, examined thorugh qualitative content analysis. The analysis of Turkish media reveals defense cooperation, counterterrorism, and high-level diplomatic contacts as dominant frames. International media, by contrast, presents the same relationship through partially overlapping yet distinctly divergent frames, foregrounding strategic competition, sovereignty disputes, and independent expert assessments. The findings indicate that Turkey's official discourse is reflected in international media at a factual level; however, significant divergences persist at the level of meaning-making, suggesting that Turkey's mediated public diplomacy achieves only partial resonanve in the international information environment.
