Summary

Natural disasters, especially earthquakes, occur frequently in Turkey. Floods and floods are the most common natural disasters after earthquakes. Floods and floods occurred 477 times in 2019 and 177 times in 2020. Although less occurring than in 2019, the rate is still high. Floods and floods are natural disasters with a high destructive effect. It is very important to predict the occurrence of these natural disasters in order to reduce their impact. This study is a system that is established on river and stream beds and transfers water level information of rivers or streams to the necessary centers. The system transmits the distance information obtained from a radar sensor that can detect liquids and images taken with a WiFi camera, the solar panels that provide the system's energy with the sun, and the charging information of the battery, which stores the incoming energy, to the server via the GSM module in the system. The information coming to the server is shown to the user with a higher readability in the designed interface. Thanks to the GSM communication module in the system, data from the camera and radar are transferred, and the location of the device is also received. This received location information not only presents which device is where on a map to the user, but also enables teams to reach the intervention area accurately and quickly when intervention is required. When the water level information coming to the server rises above the levels determined by the experts thanks to the designed algorithm, the necessary warnings are made to the experts. Thanks to these warnings, possible floods and floods will be predicted and the locations that may be damaged will be determined and necessary measures can be taken.
