Summary

Millions of people emigrated from Syria to neighbor countries, including Turkey, because of the war in Syria. While the number of the newcomers is increasing, asylum issue is also gaining importance in Turkey’s agenda, as it has never been before. Although this issue is being discussed with its economical, social and political dimensions in diff erent levels; most of the discussions are based on limited personal experiences and prejudices instead of information on migration. Meanings and contexts of concepts like ‘‘asylum’’, ‘‘refugee’’, and ‘‘temporary protection’’ do not take their source from people’s believes and emotions but from international and national regulations, shaped by states’ intents. Being acquainted with these concepts’ contexts according to international level, is crucial to conduct the studies, discussions and political assessments on people coming because of forced migration objectively.
