Özet

The modernization process of Atatürk-era Turkey has been a remarkable one for Westerners, who for centuries have viewed the East with a settled set of judgments and curiosity. In the early years of the Republic, a wide range of publications on the new regime and its practices emerged in the West. Many journalists published reviews on Turkey during these years. One of them was Edouard Helsey, who came to Turkey in 1926 on behalf of Le Journal, one of the leading newspapers in France, and prepared a series of articles. This series of articles, published in Le Journal on October 16-20, 1926, examined Turkey in 1926 in terms of development, modernization and the nature of the regime. Helsey’s article, which generally criticized the authoritarian policies implemented during the reforms and conveyed the "uncertainty" about the future of the regime that was prevalent at the time, was met with an intense reaction in Turkey and also mobilized the Turkish government. Through Helsey’s writings, this article evaluates how the one-party era was viewed by an outsider in 1926, comparing these views with those of other observers. The essence of the article is based on Helsey’s views, which are also tested with other data, in order to provide a new perspective on these early years of the one-party era. The article concludes that in 1926, the regime in Turkey was seen as extremely uncertain even one year ahead to an outsider’s eye, and that this discourse disturbed Ankara in the same way.
